Most Landlord and Tenant Board (LTB) hearings and mediations in Ontario take place by video on Zoom, in virtual hearing rooms. The LTB decides the format, and in most cases schedules a virtual hearing. Under Tribunals Ontario's Practice Direction on Hearing Formats there are two routes to an in-person hearing: an accommodation for a Human Rights Code-related need, or showing that the scheduled format would make the hearing unfair (for an electronic hearing, at minimum that it would likely cause you significant prejudice; Rule 7.2). The list below this guide shows the LTB's hearing rooms; this introduction explains how to find yours and what to expect.
Finding your hearing room
Your Notice of Hearing tells you the date and start time, and for a virtual hearing it includes the Zoom link and a toll-free telephone number with the meeting ID. That link takes you to your virtual hearing room. Read the whole notice: it also sets your evidence deadlines.
Most files are scheduled in a "hearing block" sharing one start time, so expect other cases in the room and a possible wait of much of the day.
What to have ready
- Evidence already exchanged. Rule 19 requires your documents, photos and other evidence to be with the tenant and the LTB at least 7 days before the hearing. Uploading to the Tribunals Ontario Portal does not serve the tenant unless they consented in writing.
- The L1/L9 Information Update, on a rent arrears case, provided to the LTB and each tenant at least 5 days before (Rule 10.2).
- Your witnesses, told the room, date and time.
- A way to play any audio or video you rely on, a quiet space and a charged device.
On the day
The LTB's current hearing brochure recommends joining 30 minutes before the start time; its hearing-process page says at least 15 minutes. If you are not in the room when your case is called, the hearing can go ahead without you. You enter a waiting room first. When admitted, enter your legal first and last name, turn your camera on if you have one, and stay muted until your matter is called. A moderator or the adjudicator takes attendance, and parties can ask for mediation at that point.
Joining by phone
If you cannot use Zoom video, call the toll-free number on your Notice of Hearing and enter the meeting ID followed by #. Press *6 to mute or unmute and *9 to raise or lower your hand. If video fails during the hearing, switch to the phone line.
Etiquette
Be courteous and respectful, use "raise hand" to speak and follow the adjudicator's directions. Hearings are generally open to the public. Recording or broadcasting a hearing without the LTB's authorization is an offence under s. 29 of the Statutory Powers Procedure Act.
Technical help
If you cannot join on the day, contact LTB hearing support at LTBHearingSupport@ontario.ca or 416-212-9064 (toll-free 866-769-7865), monitored 8:30 a.m. to 4:30 p.m. Monday to Thursday and 8:30 a.m. to 2 p.m. on Friday.
Frequently asked questions
Where do I find my LTB hearing room?
On your Notice of Hearing, which contains the Zoom link, phone number and meeting ID.
Can I attend my LTB hearing in person?
Only in two cases under the Practice Direction on Hearing Formats: the LTB approves an accommodation request for a Human Rights Code-related need, or you establish that a virtual hearing would be unfair to you, which for an electronic hearing means showing at least likely significant prejudice. Make the request in writing by the objection date in your Notice of Hearing.
