The Bulk Application Information Sheet is a one-page Ontario Landlord and Tenant Board (LTB) cover sheet. You include it when you file three or more applications at the same time on paper. It tells LTB staff how many files are in the bundle, who to contact, which extra documents you want back, and whether to email the Notice of Hearing packages or hold them for pickup. Landlords with several units in arrears at once, such as property managers, are the usual users.

What the form is for
When the LTB accepts an application, it serves the Notice of Hearing with the application on the parties (Rule 5.1). For a bundle of paper applications, the sheet tells staff how to return each file's Notice of Hearing (NoH) package to the filer. The form says each package will include a copy of the application, the NoH and the LTB receipt. You can also ask for:
- Point of Sale Receipt(s)
- an Information Sheet
- an L1/L9 Update Sheet
When to use it (and when not to)
Use it when:
- you are filing three or more applications at once on paper, by mail or courier or over the counter at a ServiceOntario location that accepts LTB documents.
It does not apply when:
- you file through the Tribunals Ontario Portal. The Portal handles each application individually. The forms page lists the bulk sheet only for mail, courier and ServiceOntario;
- you are a lawyer or paralegal filing applications the Portal accepts. Since January 1, 2025, licensees must file those applications through the Portal (Practice Direction). L1, L2, L3, L4, L9 and L10 are among them, so a licensee should not be bulk-filing them on paper;
- you are emailing L6, L7, L8, A1, A2 or A4 applications. Emailed bulk filings use a different method: one online payment receipt, with "Receipt #[number], Bulk Filing" in the email subject line. If the files do not fit in one email, send a second with "Bulk Filing, Continued".
Deadlines
The sheet has no deadline of its own, but filing on paper changes the filing date. Under Rule 4.8, a document is considered filed:
- the day it is filed at ServiceOntario;
- the next business day after it is given to a courier (the next day that is not a Saturday, Sunday or holiday);
- the fifth day that is not a holiday after mailing.
If any application in the bundle is close to a filing deadline, mailing can make it late. The LTB also warns that mail and courier filings may be delayed in processing.
How to fill out the sheet, section by section
The top part is for you. The bottom part is for the LTB.
- No. of Files in Bulk.
- Contact Information. Name, telephone and email of the person staff should contact.
- Additional documents. Tick any you need: Point of Sale Receipt(s), Information Sheet, L1/L9 Update Sheet.
- How you want the packages. Either: - email the NoH packages to a printed address, or to the contact email above; or - pick up at the LTB office where the applications were filed.
Print email addresses neatly. The form asks for this specifically. 5. Address of Rental Unit / App. Form #. There are ten numbered lines. Give each rental unit address with its application form (for example "L1"). Use additional pages for more than ten, and number them.
Leave the LTB section blank. It records pickup contact, pickup and email dates, and the date-received stamps.
Filing it and paying
Place the sheet on top of the bundle. Each application needs its own correct fee:
- L1, L2, L3, L9 and L10: $201 each on paper ($186 through the Portal);
- L5: on its own scale.
By mail or courier, pay by Visa or Mastercard credit card (using the Credit Card Payment Form), or by certified cheque or money order payable to the Minister of Finance. At ServiceOntario you can also pay cash or debit. Mail to the Landlord and Tenant Board, 15 Grosvenor Street, Ground Floor, Toronto ON M7A 2G6.
Mistakes that slow the bundle down
- Unit addresses or form numbers on the sheet that do not match the applications enclosed. Staff reconcile the list against the bundle, so a mismatch means a phone call or delay.
- An illegible email address. Your NoH packages go nowhere.
- Missing payment, or the wrong fee, for one application. Payment is per application. Each must be complete on its own and may be refused or dismissed if staff find errors (forms page, "Important information before filing").
- Missing notices or Certificates of Service. The bulk sheet does not replace the documents each application needs.
- A licensee bulk-filing Portal applications on paper. The LTB will not process them.
- Mailing a deadline-sensitive application. Mail is deemed filed on the fifth non-holiday day after mailing.
What happens next
LTB staff process each application. When Notices of Hearing issue, they email the packages or contact you to set a pickup date at the filing office. Each file then proceeds on its own track, with its own file number and hearing.
